I can't see a diverter lever. How do you stop water flowing into the shower head when you only want to use the taps?

The flow control is directional so top center will be off, clockwise will be for one function and anticlockwise will be for the other function. You shouldn’t be getting water flow though the 2nd outlet if you’re using one, I think perhaps there may be some debris in your cartridge.
